Context

 

In many tropical countries there is active engagement with both REDD+ and FLEGT. This provides an opportunity to build on the interactions between the two processes and make better progress on delivering the objectives of both. Increased cooperation between REDD+ and FLEGT at the national level could advance forest governance reforms, clarify land tenure, strengthen stakeholder engagement and balance competing interests, while potentially reducing some of the transaction costs associated with the implementation of these processes.

REDD+ (Reducing Emissions from Deforestation and Forest Degradation) is an international mechanism, framed by the international climate change negotiations. It aims to provide performance-based incentives to developing countries for carbon sequestration and to support associated land use planning and governance reforms. It goes beyond the forest sector, as key drivers of deforestation and forest degradation are agricultural expansion and mining. In some countries, such as the Republic of Congo and Guyana, the VPA process is considered to be part of the REDD+ strategy, as a means to address illegalities in the forest sector and some of the underlying governance issues.

Although it is broadly accepted that improved forest governance and clear tenure rights are essential for effective implementation of both FLEGT and REDD+, collaboration and interaction between both processes at national and decentralised level is still challenging. As a few concrete experiences are emerging from countries, this session will provide you insights on how FLEGT and REDD+ can complement each other in practice, what opportunities and challenges exist, and how mutual understanding of both processes is a step in fostering positive changes in the land use sector.
